Try starting the vehicle in park and giving it a few seconds, then apply the brake for a couple seconds before shifting. Shift into Neutral. Apply the e-brake while idling in Neutral. Let up on the regular brake pedal so the e-brake is doing all of the holding. Notice how the vehicle will move a bit.
